国际经验表明 ,政府采购制度在提高财政支出效率 ,促进财政资金的分配和结构优化方面会产生积极影响。现有的我国分散的政府采购制度对财政支出效率提高产生制约因素。我国政府采购制度的建立主要有地方政府的积极配合 ,要改革现行的预算会计制度 。

International experience shows that government purchasing system may have a positive effect on improving financial expenditure efficiency and distribution of financial capital. But the present disperse system of our country li mits the improvement. The establishment of the purchasing system needs government's coordination, reform of the present budget accounting system and strengthening of supervision and regulation.
