In the course of developing the Western Area, the first and foremost thing to do is to well deal with the relationship between the government and the market , to establish the government's subjective position in the market economy. The Western Area development strategy can be divided into two parts, one strategy is marching forward to the West and the other is absorbing the Eastern capitals ,of which the latter is more important. This article discusses some questions such as how to create a good investment environment and implement some favorable policies in order to facilitate the western original accumulations.
