存款保险——金融稳定的“保护伞”——巴塞尔Ⅲ和利率市场化背景下建立存款保险制度的必要性探究

一直以来，存款保险机构被发达国家视为金融安全网的重要组成部分，而在我国，有效的存款保险制度仍有所欠缺。随着经济全球化迅速发展和我国金融市场的不断开放，作为一个经济高速发展的大国，我国金融体系仍存在许多不足和缺陷。尤其在当前巴塞尔Ⅲ加强流动性监管和十二五规划加快利率市场化的背景下，建立有效的存款保险制度显得尤为重要。同时，新颁布的《有效存款保险制度核心原则及符合性评价方法》表明我国建立存款保险制度的条件已经基本具备。

Deposit insurance institution has been seen as an important part of financial safety net by developed counties. However, there is not effective deposit insurance system in China. With the rapid economic globalization and continual open-up of China＇ s financialmarket, as a large country with rapid development of economy, China＇ financial system has many insufficiencies and defects. Especially on the background that Basel Ill Strengthen liquidity supervision and the five-year plan for 2011 to 2015.emphasizes interest marketization, it seems significant that to establish an effective deposit insurance system. The Effective deposit insurance system core principles and compliance evaluation method indicates that china has already been equipped with the essential precondition to establish an deposit insurance system.
