促进我国工业适度增长和结构升级的思路

Thinking of Sustaining a Appropriate Growth of Industry and Advancing its Structure in China

本文将工业增长速度与产业结构升级结合起来分析 ,根据近两年工业增长速度与增长质量的变动关系 ,作者认为 ,在“十五”期间 ,国内市场需求和出口需求能够使工业增长实现9 5 %— 1 0 %的年平均增长速度 ,当前的政策重点应当由刺激工业增长转向促进结构调整 ,在保持工业适度增长的条件下 ,加快产业结构的升级。推动工业结构升级的基础思路 :一是加快装备工业的发展 ,推进工业技术进步 ;二是加快国有经济的产业布局调整和国有企业的改革 ,加强市场机制的调节作用 ;三是促进企业提高规模经济水平 ,为加快技术进步和产业升级创造有利条件。

With the combination of industrial growth rate with the improved industrial structure and in the light of the relation between the industrial growth and its quality in the past two years,the author comes to the comclusion that,in the period of 'the tenth five plan”,the 9 5%—10%——the yearly average industrial growth——will be supported by both domestic demand and exports.The current key points in policy making should be directed at adjusting the industrial structure thereby improving its composition and sustaining a appropriate growth rate rather than at activating its growth alone.The fundamental ways to improve industrial structure may read as 1)accelerating the development of manufactured industry and advancing the technology progress,2)adjusting the distribution of industry owned by state.deepening the reform of SOE,and strengthening the function of market mechanism,and 3)enlarging the scale of economy of the firms in order to facilitate the technology progress and the improvement of industrial structure.
