关于财政支持江苏省农作物种业发展的政策研究

Studies on financial support policy for crop seed industry development in Jiangsu province

在分析江苏省农作物种业发展优势及存在问题的基础上,根据国务院《关于加快推进现代农作物种业发展的意见》的精神,提出了财政支持江苏省农作物种业发展的政策建议:确立支持的重点和原则;重点支持农作物种业基础性和公益性研究;重点支持种业企业加快商业化育种体系建设;支持种业企业加强育繁基地建设;落实配套措施,实现农作物种业向"育繁推一体化"发展的平稳有序过渡。

Based on the analyses of developmental advantages and challenges in Jiangsu crop seed industry,and according to the Opinions on Promoting the Development of Modern Crop Seed Industry released by the State Council,suggestions on financial support policy for the development of Jiangsu crop seed industry were proposed,which were determining the support focus and principles,focusing on basic and public welfare researches of crop seed industry,supporting seed enterprises to speed up the development of commercial breeding systems and to promote the breeding base construction,and implementing necessary measures for seed industry to realize integration of breeding and extension.
