摘要
风险交流是风险分析的三大组成部分之一(包括风险交流、风险管理、风险评估)。风险交流是在风险分析全过程中,风险评估人员、风险管理人员、消费者、生产者、学者和其它感兴趣各方就风险、风险相关因素和风险认知等方面的信息和看法进行互动式交流,内容包括风险评估结果的解释和风险决策的依据。风险交流是解决食品安全事件、应对食品安全热点问题、普及食品安全知识的有效方法之一。在食品安全风险交流中,专家是否参与、专家何时参与、专家怎样参与,是一个值的讨论和交流的话题。本文以食品安全风险分析框架为基础,从食品安全风险管理需求,以及技术专家应具有的知识、技能和经验方面,探讨技术专家在食品安全风险交流过程中的作用,以及应注意的问题。
Food risk communication is one of the three fundamental elements of food risk analysis which including risk communication, risk assessment and risk management. Risk communication is an interactive process of exchange of information and opinion on risk, risk types and risk cognition among risk assessors, risk managers, consumers, academe, industry and stockholders. Risk Communication in- eluds explanation for the risk assessment results and justification for risk management. Whether technical experts should take part in food risk communication processing, when and how to participate are topics worth to discuss and exchange. On the basis of the food risk analysis framework, this paper discussed the role of technical experts and the problems to be noticed in risk communication processing from the as- pects of the needs of food risk management along with the knowledge, skill and experience of the experts.
