近年来,我国安全问题突显,并集中于食品药品安全、公民出行安全和建筑设施安全等方面。公共安全关乎每一个公民的生命、健康和财产安全,关乎着政府的公信力和社会的稳定,也关乎着一个国家的国际形象,必须引起全社会的高度重视。公共安全问题突显的主要原因是生产经营者的唯利是图、职业道德缺失,政府监管乏力,行政化下的半市场化倒逼经营利润,以及行业腐败等,有针对性地采取相应对策势在必行,我们必须积极培育和完善公民参与公共安全管理的制度;积极稳妥地推进政治体制改革,摆脱"左手监督右手"的制度性尴尬;遵循市场经济内在规律,避免行政化绑架市场,使食品、建筑等行业的市场运行更加科学;在全社会努力探索和培育现代社会的核心价值观,弘扬职业美德;建立健全公共安全的法律法规,建立公共安全的综合指挥系统,使公共安全问题的预防、治理、补救工作更加迅速和有序。

Recent years see a frequent occurrence of security related issues involving around food and drug safety, traffic safety and construction safety. Safety as a basic requirement of the public on life, health and property aspects relates closely to the national stability and government credibility and should be first guaranteed through all around efforts of the society. This article makes a thorough analysis on the reasons behind these issues and presents solutions to them.
