高校突发性事件预警机制研究

A Study of the Early Warning Mechanism for the Emergencies Happened in the Colleges and Universities

市场经济快速发展给高等教育发展带来了前所未有的机遇和挑战,但在快速发展的同时,校内外诸多不可控或不可预知的因素引发的突发性事件给师生的身心健康、学校财产造成危害,破坏了正常教学秩序。为了预防和减少突发性事件的发生,控制、减轻和消除其带来的危害,应加强高校突发性事件预警机制的研究,建立行之有效的预警系统。

The swift development of market economy has brought the unprecedented opportunities and challenges to the development of the higher education. However, at the same time of swift development, the emergencies caused by various uncontrollable or un-prescient factors within or without the school harm the physical and mental health of the teachers, the students and the school＇ s properties, which damage the normal order of teaching. In order to prevent and reduce the happen of the emergencies, control and remove the harm they bring, it is necessary to strengthen the study of early warning mechanism for the emergencies and set up the effective early warning system.
