This paper discusses the impact of the extraordinary uses of conceptual meaning in rhetoric on the development and change of word meaning .The unusual use of word meaning will produce temporary meaning. When the temporary meaning is used in terms of an agreement, it may become a fixed language meaning, and thus contribute to the development and change of the word meaning. The extraordinary use of conceptual meaning will affect the development of conceptual meaning, additional meaning and grammatical meaning. However, its influence on concepual meaning is direct, and it is indirect for additional meaning and grammatical meaning.
