日本对台文化政策与交流简论

Japanese Cultural Policy and Exchange toward Taiwan

台湾问题作为中国内战时期的遗留问题,牵涉到复杂的历史纠葛、现实利益。日本作为一个重要的区域大国,在处理台湾问题时,包含了现实主义势力均衡的权力相互依赖要素,也体现了自由主义主张的通过经济相互依存与经济融合,维护日本与台湾地区之间的稳定与合作。在日台关系中,日本与台湾地区不仅存在安全利益的关联、经济上的相互依赖,历史与文化因素的作用与影响也是研究日台关系无法回避的一个环节。日本正是通过长期的"文化渗透"与"文化制衡",通过培养彼此间的"日本情结"、"台湾情结"以及相似的价值观认同来强化日台双边关系,以维护与中国台湾地区之间的"特殊"利益。

As a left problem from the Chinese civil war,Taiwan Question connects with many complex history and reality.When Japan hands the Taiwan Question,Japan,as an important Asian power,its policy not only contains the realism theory of balance of power which means power elements must be interdependent,also reflects the liberalism economic theory based on economic interdependence and economic integration.In the relations between Japan and Taiwan,the connections of security interests and the economic interdependence are essential.In the same time,the effects of historical and cultural elements are also important parts of the research that we can never ignore.To maintain the ＂special interests＂ with Taiwan,the long-term ＂culture penetration＂ and ＂culture checks and balances＂ became very important policies of Japan.Also,in cultural aspect,the similar values,the ＂Taiwan complex＂ and the ＂Japan complex＂ are constructed and used by Japan to strengthen the bilateral relations with Taiwan.So,Japanese policy to Taiwan embodied many features of the complex interdependence.
