我国社会体制转轨阶段是社会矛盾多发期,集中了不同体制下的矛盾。化解基层社会矛盾,要从中国由传统社会向现代社会深刻变革的大背景出发。加强和创新社会管理,必须根据我国历史传统和现实基本国情,坚持化解基层社会矛盾的基本原则。

The social transition phase in China is one filled with numerous social contradictions and with accu- mulated conflicts of various systems. The solution to grass-roots contradictions should start from the macro back- ground of profound fore, strengthening cial contradictions changes arising from China~ transformation from a traditional society to a modem one. There- and innovating social management must adhere to the basic principles of resolving grass-roots so- in line with the historical tradition and the fundamental realities of our country.
