摘要
推进基本公共服务体系建设,实现基本公共服务均等化是共享改革发展成果的必经之路,也是政府义不容辞的责任。虽然党和政府不断加大基本公共服务体系的建设力度,但基本公共服务非均等化的现象依然存在,其原因之一在于基本公共服务体系的建设过程中对制度与人的互动关系重视不够。故而应在制度与人的互动关系的基础上,以促进人的全面发展为宗旨,同时公民也要积极参与到制度建设的过程中去,使其具有人性化的特征。
It is of great significance for every citizen to enjoy the fruits of reform and opening policy by promoting the construction of basic public service system and achieving basic public service equality with the help of government. Though great efforts have been made to improve basic public service, inequality is still a common phenomenon. One of the main reasons is that the interaction between system and citizens is often ignored. This paper holds that the construction of basic public service system should aim at enhancing people＇s all-around development. Meanwhile, all citizens should actively par- ticipate in this process, making basic public service system much more humane.
