档案灾害定义探索

本文从档案灾害本质上是档案的损毁现象出发,指出档案灾害是由于档案所在环境内部或外部作用造成的,对档案安全构成严重危害,以至超过该档案所在环境承灾能力,使其丧失全部或部分保护档案的功能,并最终导致档案损毁的自然—社会现象。并指出档案灾害是影响档案安全的一个重要因素;档案灾害必然导致档案损毁,只有较大的档案损毁事故才能称之为档案灾害。

Because the archival disaster stems from the loss and destruction of the archives, this arti-cle indicates that the archival disaster is caused by the internal or external action of the archives environ-ment and will lead to the serious harm on the archives security, even it exceeds the disaster tolerance ca-pability of the archives environment and makes whole or partial functions of the archival preservation lost, finally the natural-social phenomena of the archives loss and destruction occurs. The article indicates that the archival disaster is one important factor affecting the archives security; the archival disaster cannot but lead to the archives loss and destruction, possibly the archives loss and destruction is small accident, or serious accident, a serious archives loss and destruction accident is called as the archival disaster.
