This paper reviews the course of open and free service of the domestic public library, explains free and open purpose and meaning, carries on discussion analysis to the problem existing in the free service, sets up the feasible solution out of ensuring free open effec- tive mechanism, strengthening propagation and popularization of public service idea, advancing the service＇s extending.
