Set about from the positioning adjustment of Hoover Institution, this paper discusses the transformation of Hoover Institu- tion from the library to think tank. Then, it analyzes the re-positioning reasons of the local academy of social sciences library, form clear require- ments of the local scademy of social sciences in transition to the think tank and the local academy of social sciences library to adapt to the devel- opment of initiative choice. Finall3r, form the literature collection, intelligence achievement preservation, think tank project research and evalua- tion of the outcome, it points out the new positioning of the local academy of social sciences library.
