确立民营经济在竞争性领域的主体地位

Establishing the Dominant Position of Civilian-run Economy in Competitive Fields

改革开放以来,我国民营经济发展逐步得到重视和支持,目前事实上已形成了以民营经济为主体的经济格局,但当前民营经济方针仍然与实际状况有若干距离,造成了一些矛盾和困惑。中国的民营经济具有清晰的人格化产权主体特点、社会化特点以及高度公共化特点,与传统意义上的私有制经济具有本质区别。民营经济是群众自主创业的必然产物,也是市场经济发展的必然选择。建议确立民营经济是竞争性领域主体的方针,以推进民营经济和公有制经济更好的发展。

Since the reform and opening up,the development of civilian-run economy has gradually gained attention and support.China has formed the de facto structure of civilian-run economy as the main economic pattern though there are still certain distances between the current policy of civilian-run economy and the actual situation resulting in a number of contradictions and confusions.China＇s civilian-run economy has clear personification of property rights characteristic,social characteristic and a high degree of public characteristic,and is fundamentally different from the traditional civilian-run economy.Civilian-run economy is not only the inevitable product of people owning their businesses,but also the inevitable choice of the development of the market economy.Finally,the article proposes to establish the policy of making civilian-run economy the principal part in competitive fields so as to promote the further development of both civilian-run and public economy.
