我国农村物流发展战略探究

Exploration on Rural Logistics Development Strategy of China

农村物流是相对于城市物流的概念,是以农民的生产生活需求为中心而进行的一系列高效率、高效益的物质运动和相关的计划、组织、领导、控制、协调的全过程。为推动农村物流实现科学、高效发展,应在分散设计、系统协调、梯级推进、规模发展方针指导下,推行中心村镇拉动、区域发展、点—线—面协调发展的核心战略。为保障农村物流发展战略的顺利实施,应充分发挥政府的作用,在战略引导、政策扶持、整合资源、搭建平台等方面给予支持和指导。

Rural logistics is the counterpart concept to urban logistics; it is a series of efficient and effective motions of matter and the related process of planning, organizing, leading, controlling and coordinating which takes farmers＇ productive and living demand as the center. To promote the scientific and effective development of rural logistics, we should be guided by the principles of ＂decentralized design, system coordination, promotion by steps, scale development＂; and we should carry out the core strategy including ＂pulling by center towns and villages, regional development, point-line-surface coordinated development＂. In order to implement the rural logistics development strategy smoothly, the relative parties should follow the guidance of ＂strategy guidance, policy support, resource integration, platforms build＂.
