二元共生:新型农村社区建设中存在的问题与对策

Synergistic Action:Problems and Solutions to the Construction of New Rural Communities

在梳理新型农村社区建设内涵的基础上,通过问卷调查和个别访谈,分析了当前新型农村社区建设中存在的问题,主要是政府一元主导、农民主体缺失和建设合力不足,从而提出了农民主体性的增强、政府主导性的完善和二元共生建设模式的构建等解决对策。

On the base of analyzing the connotation of a new rural community and questionnaire survey and individual interviews, this article analyzes the problems in the current construction of new rural communities such as the government＇ s domination, the absence of peasants＇ main body status and the lack of concerted efforts. The strategies are proposed to enhance peasants＇ main body status, to adjust the government＇ s domination and to construct a synergistic action building model.
