国家开放大学体系建设中的基层电大转型对策探析

Discussion on the Countermeasure of Basic Units in the Construction of Open University System of China During the Transformation Period

电大系统建设既是电大系统发展的基石,也是电大系统维护的要务。国家开放大学的建立意味着广播电视大学系统向国家开放大学转型已为历史的必然。以《国家开放大学建设方案》为依据,从国家开放大学的定位出发,按照国家开放大学体系建设的选择路径,理性审视战略转型期面临的各种障碍,特别是现行广播电视大学系统存在的主要问题,尝试通过"以体系建设标准为抉择分梯次分步建设学院和学习中心,以建设项目为抓手增强体系的凝聚性,以资金结算中心为模式集中管理体系资金"等转型对策,推进国家开放大学体系的建设与发展。

System building of RTVU is the basis of the development of RTVU System, it also played an important role in the System mainte-nancemaintenance. It is an inevitable outcome that RTVU System transforms into the Open University of China along with its founding. The authors ration- ally researched into various obstacles which existed during the transformation period, especially probed into the main problem of RTVU System. The orien-tation of the Open University of China, which is pointed out intthe Construction plan of the Open Univet＇sity of China, has suggested the route of the con- struction of the Open University System of China. The authors think , in the course of construction, three aspects must be attached great importance to by us. Firstly, we should build new college and study centre according to the systemic construction standard step by step, secondly, we should enhance the system cohesion with concrete project, thirdly, we should adopt the centralized fund management in the mode of Fund Settlement Center.
