In recent years, Hawaii has overcome its energy difficulty by using new energy development patterns and policies. In order to accelerate the economic transformation, China＇s resource-based cities could learn from the experience of Hawaii in new energy develop- ment： setting up specialized new energy departments, taking CREB financing mode, and adopting integrated supportive public policies. The new energy development patterns of Hawaii prove that a country＇s scientific planning and system design play an irreplaceable role and setting up a financing system for new energy development is the inexorable trend.
