On the power structure of protectorate and the reform attempts of parliament

奥利弗.克伦威尔所建立的护国公政体往往被视为独裁体制。其实,克伦威尔不是狂热的独裁者,护国公政体是基于相互制衡理念的政治体制。议会为了使这个政体更符合公众的宪政认知,对其进行了积极的改良尝试,同时议会的一些激进举措也破坏了这个政体原本脆弱的力量平衡。

The protectorate founded by Oliver Cromwell is also looked as despotism. However, the writer of this paper argues that Cromwell is not a fanatical dictator,and the protectorate is a balance-orien- ted system. The parliament makes positive attempts to reform the protectorate to meet the public demand for constitutional recognition. But some Jacobin acts of the parliament destroy the intrinsic and frail balance of the system.
