从邮储之争看南京国民政府对邮政金融的监管

南京国民政府成立后,即着手筹备创办邮政储金汇专局以加强对邮政金融的监管。但在邮政储金汇业局成立前后,无时不遭到邮务员工的激烈反对与声讨。在邮政系统内部,即使微不足道的事件都可能引发取消邮政储金汇业局的风波。矛盾不断地酝酿与集聚,以致演变成波及全国的邮政罢工。国民政府交通部试图通过法律与行政力量平息争端,反而使罢工愈演愈烈。国民党中央党部聘请上海社会名流从中调停,最终达成和解方案。名义上实现了邮储合并,事实上没有改变政府对邮政金融监管的格局。

After the establishment of the Nanjing National Government,the Postal Savings and Remittance Bank was soon founded to strengthen the supervision are the postal finance.But before and after the Postal Savings and Remittance Bank was established,the postal employees were the fiercely opposite and held claims all the time.In the postal system,even trivial events could cause the storm of canceling the Postal Savings and Remittance Bank.Conflicts constantly was brewed and upgraded,so that they evolved into national strike of postal workers.The Nanjing National Government department of transportation tried to quell the dispute by law and administrative power.On the contrary,it made the strike intensified.The Nanjing National Government hired social celebrities in Shanghai to mediate disbute,and eventually reached a settlement plan.Name Actually,the government was the winner at last.
