1978年以来中国财政政策运用效果的实证分析

The Demonstrative Analysis of China's Fiscal Policy's Effectiveness since 1978

财政政策在弥补"市场失灵",维护社会稳定的收入再分配,保持经济稳定的反周期操作等方面具有重要作用。本文通过对1978年以来中国财政政策的回顾,从国民经济发展水平来分析财政政策的实施效果,对中国财政政策的有效运用提出了5点建议。

Fiscal policy is a guideline and corresponding measures that government adjust financial revenue and expenditure size and balance to achieve certain macroeconomic targets.Fiscal policy plays an important role in compensating for ＂market failure＂,income redistribution maintaining social stability and anti-cycle operations keeping economic stability and so on.Based on the review of China＇s fiscal policy since 1978,this article analyses the effects of fiscal policy from economic development and gives five suggestions on the effective use of fiscal policy in China.
