东亚区域合作的障碍与出路:基于中国海关的视角

摘要 伴随着近年来东亚区域经济一体化程度的大幅度提高,东亚国家和地区对立足于本区域的地缘经济与地缘政治日益重视,区域合作意识逐渐增强。经济学中的公共产品理论与新功能主义的"外溢"说相融合,为传统的区域合作理论提供了新的分析框架。东亚区域合作对区域公共产品的需求,是由该地区各成员国政治、经济和文化的多样性所决定的,提高区域公共产品的供给水平来克服其发展障碍成为东亚各国的内在需求。东亚区域合作具有明显的"新功能主义"特征,单一领域的功能性合作有可能外溢至其他相关领域,功能性合作应成为深化东亚经济一体化的现实路径和主要内容,区域公共产品的供给应成为东亚地区开展功能性合作的主要方式。在东亚地区,以区域海关合作的形式开展地区合作能够提供地区安全、贸易便利化、公众健康与环境保护等区域公共产品。
