公务员道德境界划分为三个层次:以私利为中心的功利境界、以公利为中心的道德境界、大公无私的境界。公务员职业道德养成的内容包括加强道德认知的学习;加强公务员职业道德情感的培养;加强公务员职业道德意志的磨练。公务员职业道德修养的基本方法包括:加强学习、自觉立志、落实践行和奖惩分明。

Ethics in the public realm is divided into three levels： self-interest as the center of the utilitarian realm,to the public as the center of the moral realm,the realm of selfless.Occupation morality contents include strengthening the moral cognitive learning;strengthening occupation moral emotion cultivation;strengthening occupation moral willpower.Occupation moral of the basic method includes,first,strengthen learning;secondly,consciously aspire;fourth,implement the practice;third,trenchant rewards and punishment.
