在市场经济条件下 ,需求是生产的根本动力。社会需求不足 ,企业的开工就会不足 ,职工的收入相应减少 ,甚至不能按时发放 ,这反过来会进一步减少社会需求 ,投资不足 ,经济萎缩。保证职工工资的按时足额发放 ,是保证职工正常生活的需要 ,也是保证经济持续、稳定。
