完善我国边境经济合作区行政体制的政策建议——以新疆博州阿拉山口口岸为分析对象 被引量:2

摘要 阿拉山口口岸的发展正遭遇行政管理体制日益严重的阻碍——因为是派出机关,它没有一级政权才拥有的户籍管理权、建设项目单独申报权、执法主体资格等。学界和政界提出的解决方案均为改设建制市,但又存在人口规模法律障碍及政权体制制约。文章提出设置边贸经济行政特区的替代方案既符合我国现行法律,又能有效促进边境地区经济社会发展,这一方案亦可推广至类似情况的其他边境经济合作区。 The development of Alashankou port meets increasingly serious obstacles from administration sys- tem:As an agency, it has no administrative power with household registration, separate declaration of construction project, law enforcement etc. Both academic and political fields proposed changing it into a city institution, but there are legal and institutional constraints due to its population size. This paper suggests that setting an alternative solution for border trade and economic administration zone can effectively promote the economic and social develop- ment of border regions without violating the existing laws. This solution may also apply to similar situations of other border economic zones.
