党的十七大提出，国防和军队建设要走“军民融合式发展路子”。这一战略思想与新中国建国初期毛泽东关于建立“军民结合、平战结合”国防经济体制的思想，既一脉相承，又有新的发展。从“军民结合、平战结合”到“军民融合”，是历史发展的必然选择，使富国和强军在新的时代条件下有机统一，形成了经济建设与国防建设协调发展的良好局面。
