摘要
当前我国高校传统行政管理模式的局限性凸显,运用流程再造理论改革学校管理是提高高校管理水平和效能的一个重要思路。理念的革新是高校行政流程再造的根本前提,应围绕服务、效益两大理念,通过区别化、集成化、信息化方式重新设计行政业务流程,以精简、整合为手段重组组织结构,实现从权力型到责任型、从隶属关系到协作关系的部门职能转变。实践过程中,战略管理设计、领导层支持、硬件资源保障以及相关制度配套是影响高校行政流程再造的关键因素。
At present,the limitations of the traditional administration model of the Chinese university highlight.The use of process reengineering to reform the school management is an important idea to improve the level and efficiency of university management.The innovation of concept is the fundamental premise of the process reengineering of university administration.There are two concepts should be focused on,they are service and efficiency.Therefore,administrative processes will be redesigned by the way of differentiation,integration and informationzation.And organizational structure will be reorganized by means of simplification and conformity.The department functions will be transformed from power-oriented to responsibility-oriented,and from affiliation to cooperation as well.In practice,strategic management design,leadership support,hardware resources guarantee and institutional framework are the key factors affecting the process reengineering of university administration.
