在快速城镇化进程中,村镇规划管理组织架构不尽合理是决定我国村镇规划编制科学性和实施效果不高、影响乡镇可持续发展的根本原因。在总结美国、英国、澳大利亚、法国、日本及南非等国家在村镇规划组织架构设置方面的特点及成功经验的基础上,研究深入分析了我国村镇规划管理组织架构存在的垂直结构复杂、部门职能交叉、公众参与不足、基层组织不健全等问题,提出了完善地方政府村镇规划管理机构设置、加强基层政府对村镇规划的主导权,进一步强化规划建设部门的村镇规划管理职能、明确不同政府部门的分工,重视村镇规划研究机构的作用、加强村镇规划研究的实践指导性,积极发挥第三方社会组织对村镇规划的组织、协调、监督和培训作用等建议。

In the fast urbanization process, irrational township planning management structure is the fundamental reason that resulted in problems in planning compilation, implementation, and sustainable development. On conclusion of experiences from America, United Kingdom, Australia, France, Japan, and South Africa, the paper analyzes problems in township planning such as complex vertical structure, overlapped departmental functions, inadequate public participation, incomplete grassroot organizations, and proposes improving local government township planning structure, grassroot government dominance of planning, planning agency function, planning research practice, third-party social organization coordination, supervision, and training.
