The Assumption of Development and Reform of Policy Banks in China

本文重点就我国政策性银行的机构体制、运行机制和监督体制如何进一步改革和完善进行探讨。本文认为我国政策性银行在机构体制上要体现产业性、区域性、阶段性特征 ,形成适时退出市场的灵活机制 ;在运行机制上可采取政府控制 ,市场引导的运作架构 ;在监督体制上 ,宜建立财政监督 ,央行协调 ,法律保障的监管体系。

The emphasis on this thesis is to probe the matter on further reformation and perfection of the organization.coursing mechanism and supervision system of the policy banks in our country. In our country,the organization of the policy banks should embody industral speciality,regional specialty and phase speciality,and should form dexterous exiting system;a framework of government controlling and market guidance should be established in the coursing mechanism.a system of fiscal surveillance,central bank coordination and institutional assurance should be constituted in the supervision system.
