实施国家基本药物制度的基层医疗卫生机构配套改革及机构运行状况研究

Research into the Related Reforms Progress and Operation in Basic Medical and Health Institutions during the implementation of National Essential Medicine System

目的:分析基层医疗卫生机构综合配套改革进展情况和机构运行状况,为国家完善相关政策提供依据。方法:通过抽样调查,对26省省级调研数据和629家基层医疗卫生机构调研数据进行描述性统计分析。结果:总结了基层医疗卫生机构综合配套改革及机构运行过程中取得的成效及存在的主要问题。结论:机构综合配套改革取得了一定成效,机构整体运行平稳,但仍存在许多问题。建议进一步深化基层医疗卫生机构综合配套改革,完善补偿机制,加强机构管理,加大基本药物宣传力度。

Objective： To analyze the related reforms progress and operation in basic： medical and health institutions to provide a reference for national pnlicy-making. Methods： Comtucting a sample survey in 26 provinces and 629 basic medical institutions to take descriptive statistical analysis. Results： Summarizing tile main progresses and problems in the course of related reforms and operation of basic medical and health institutions. Conclusion： The related reforms have made obvious progress and the whole operations were stable in sample institutions, but problems still existed. It is suggested that we should strengthen coordinated reforms, perfect the compensatiun mechanism, improve the management and enhance propaganda.
