高新区创新中国——对20年国家高新区发展的总结评价及对未来发展的思考

National Role of High-Tech Industrial Development Zone in China

中国国家高新区自创立已走过了20年,对我国经济社会发展和国家创新体系的建设做出了重要贡献。本文从经济、创新、产业、城市发展几个角度,系统评价了20年来,高新区对国家发展的促进作用,提出高新区已经或正在成为支撑国民经济持续增长、引领经济发展方式转变、构建国家创新体系、发展战略性新兴产业和推进现代城市建设的主体依靠力量。在新的发展中,国家高新区需要承担更大的责任与使命,也由此需要中央政府对高新区发展的导向和政策做新的调整。

After more than 20 years development, China＇ s national High-Tech Industrial Development Zone （HIDZ） made great contribution to economic and social development and national innovation system construction in China. This paper will make a comprehensive evaluation on the role of HIDZ for national development from the perspective of economy, innovation, industry, city development. It highlights that HIDZ become the main stay of supporting national economic growth, leading the transition of economic development, constructing national innovation system, developing strategic emerging industry and building modem city. Therefore, in the new development stage, national HIDZ should take greater responsibility, which require central government to adjust new orientation and policy for HIDZ＇ s development.
