摘要
2012年5月16日,铁道部发出《关于鼓励和引导民间资本投资铁路的实施意见》;5月31日,国家发改委、财政部、交通运输部、铁道部、商务部等12个部门联合发出《关于鼓励和引导民间投资进入物流领域的实施意见》;6月18日,商务部发出《商务部关于鼓励和引导民间资本进入商贸流通领域的实施意见》。积极鼓励和引导民间资本进入物流领域,除了政府出台相关的利好政策,引导民间资本向技术要求更加充分的物流运营领域进行投资外,研究民间资本进入物流运营领域的瓶颈和要求,积极探讨民间资本进入物流运营领域的风险应对措施尤其重要。
On May 16th,2012,Ministry of Railways issued "Implementary views on encouraging and leading private capital to invest in railway industry".On May 31th,2012,National Development and Reform Commission,Ministry of Finance,Ministry of Transport,Ministry of Railways,Ministry of Commerce and other 7 national ministries jointly issued "implementary views on encouraging and leading private capital to invest in logistics industry".On June 18th,2012,Ministry of commerce issued "implementary views on encouraging and leading private capital to invest in commercial circulation field." In addition to governments’ supportive policies to lead private capital to flow into more technically advanced operating sector of logistics,it is more important to study the bottleneck and requirement for private capital to invest in the logistics operating sector thus the relative countermeasures against the risk of investment to motive the private capital to invest in the logistics industry more actively.
