基于模糊综合评价法的城乡建设用地增减挂钩效益分析:以贵州省关岭自治县为例

Benefit Analysis of Increase and Decrease Connection of Urban and Rural Construction Land Use Based on Fuzzy Comprehensive Evaluation Method:Taking Guanling County of Guizhou Province for Example

为喀斯特地区增减挂钩项目的实施提供科学依据,以贵州省关岭自治县增减挂钩项目为例,从符合喀斯特地区城乡建设用地增减挂钩的角度建立效益评价指标体系,运用层次分析法(AHP)确定评价指标因子的权重,采用模糊评价法对项目实施前后效益进行评分。结果表明:贵州省关岭自治县增减挂钩项目地区的综合效益分值由45.60分提高到84.06分。该项目的实施取得了良好的效果,说明增减挂钩项目在喀斯特地区是可行的。

For the sake of providing a scientific basis for implementing the increase and decrease connection program in karst region,Taking Guanling County of Guizhou Province as an example,the benefit evaluation index system was constructed according to the increase and decrease connection in karst region,the weights of evaluation index factors were figured out by analytic hierarchy process（AHP）,and the benefits before and after implementing the program were evaluated by fuzzy evaluation method.The results showed that the comprehensive benefit score in the implementation region of this program rose from 45.60 to 84.06.The implementation of this project achieved good results,indicating the feasibility of the increase and decrease connection project in karst region.
