我国移动转售业务曾一度兴起,但最终由于监管和相应政策的缺位而终止。目前移动转售业务作为鼓励民间资本进入电信业务市场的领域,实施怎样的监管和相应的政策举措十分重要。从一般电信业务监管政策来看,对移动转售业务的监管还会在准入、资源分配、资费和结算、互联互通等方面进行落实。

Mobile resale service in China used to spring up in the past, which has carried on beneficial exploration and practice, and has got good results. But because of immature market and lack of regulation policy, the trial on the service was suspended. Currently, the openness of mobile resale service has become a way to encourage private capital enter into telecommunication service market. However, it is important to formulate and implement appropriate regulation policy. No matter what kind of business model being applied, mobile resale providers will exist as independent service providers, and need to undertake basic obligations and responsibilities. For example, resale providers could develop andmanage users by their own, while they need to assume responsibilities including customer management and customer service, related technology development, design and promotion of value-added services, and so on. While the rights, obligation and responsibility of mobile network operator which work with resale providers might include guarantee of network quality, open related interface, network technology support and so on. From the viewpoint of general regulation of telecommunication services, policies will be introduced with regard to market entrance, resource allocation, tariff and settlement, interconnection and other aspects.
