我国省域生态经济系统耦合关系和途径研究 被引量:2

Study on eco-economic system coupling relation and its path in provinces of China

摘要 基于2000年和2009年的经济与环境统计数据,从生态经济系统的可持续发展和外部效应的内部化现状入手,利用能值分析方法建立耦合指数模型,并对除西藏和台湾省外的我国29个大陆省区的生态经济系统耦合现状进行分析。结果表明,62%的省区生态经济系统耦合现状不理想,主要分布于沿海和长江沿岸地区及部分落后地区,包括发达程度较高的北京、天津、上海、广东、江苏、浙江、福建等省份,也有发展程度稍低的辽宁、湖北、江西、河南、河北等省份,以及西部落后省份宁夏、甘肃;一般耦合的省区有陕西、吉林和贵州;中度耦合的地区包括广西、云南、内蒙古、湖南、黑龙江、四川、海南;耦合程度较好的有青海、新疆等人口密度偏低的地区。两个年份的结果对比分析表明,我国生态经济系统耦合程度总体上出现了好转,为加快区域生态经济系统的进一步耦合发展,需要努力探索并施行更合理的经济发展模式,完善经济核算体系,实行合理的人口政策和优化产业结构。 Starting with the status quantification of regional sustainable development and internalization of environmental external effects, this paper studied coupling indices model for the eco-economic system based on the economic and environmental statistical data in 2000 and 2009, in which the coupling status of the ecological economic system in provinces were excluded and analyzed. The results showed that ecological economic system coupling was worse in 62 percent of the provinces which were consists of developed areas of coastal provinces, Changjian coast such as Beijing, Tianjin, Shanghai, Guangdong, Jiangsu, Zhejiang, Fujian, Liaoning, Hubei, Jiangxi, Henan, Hebei, and partial underdeveloped provinces of Ningxia, Gansu. The general coupling provinces were consists of Shaanxi, Jilin and Guizhou. It was moderate coupling with the regions of Guangxi, Yunnan, Inner Mongolia, Hunan, Heilongjiang, Sichuan, Hainan. The best coupling regions were Xinjiang and Qinghai, some provinces of low population density. The results showed that the coupling status in China were better and better. Some measures must he implemented to improve the coupling status of eco-economic system, consisting of industrial restrncturing, reform of economic growth model, economic accountinz system and population oolicv.
