集体林权制度改革对陕西省林农生计的影响

Effect of reform of collective forest right system performance on the livelihoods of Shaanxi farmers

对陕西省集体林权制度改革的具体政策实施过程、效果及各项政策的变化对陕西林农生产积极性的影响进行分析。通过均匀抽样对陕北、关中、陕南10个县、40个村进行了问卷调查,反映出农户生计在此次林改中所受到的影响以及农户对林改各项政策的意愿评价等。另外也对集体林权改革的初步成效及存在的问题进行分析,并为政府决策提出相关政策建议。

The article analyzed specific policy implementation process and results to the reform of collective forest right system and the influence to the enthusiasm of farmers planting of policy evolution in Shaanxi province. It was reflected that the effect in this forest reform and the wishes of farmers in this paper through uniform sampling conducted in forty villages and ten counties in the north, Guanzhong Plain and the south part of Shaanxi province.In addition, analyzed the results and problems of the reform of forest tenure, determined the most effective policy in order to offer help for the government decisions.
