教育部重点实验室建设的几点思考

Reflections on Construction of Key Laboratories of Education Ministry

以浙江大学一个重点实验为例,就教育部重点实验室的建设作了一些思考。主管部门对重点实验室的评估是相当严格的,依托单位在实验室的建设初期,以及部分管理环节上是非常重视的,但也存在"没有日常运行经费,没有开放课题经费,没有行政级别,没有人事管理权"等问题。为进一步促进重点实验室的建设与发展,提出了解决以上"四个没有"问题的相应策略,包括教育部重点实验室是否需要实体化等等。建议通过主管部门与各依托单位进一步加大支持力度,正确处理好依托单位与重点实验室的关系,建立科学、合理的"校-实"运行管理机制,必将进一步加快重点实验室建设与发展的步伐。

Based on the policies of authorities and the examples of of the practice in the key laboratory of Zhejiang University, the administrant system of the key laboratory of the Education Ministry was analyzed in this paper. The strict demand of the governing unit and powerful support of the university insure the quality of the laboratories. In order to improve the development of key laboratories, some advices and appropriate countermeasures for the four problems of ＂without working cost, without project funds, without administrative ranks, and without personel management rights＂ were proposed.
