浅议中国稀土产业的现状与发展

Discussion on Present Situation and Development of China Rare Earth Industry

当前,我国稀土资源产业发展仍存在生态环境破坏和资源浪费严重,高端应用研发滞后,出口秩序较为混乱等问题,严重影响行业健康发展。我国稀土资源产业将要或已经到了转型升级的阶段,在这一阶段中,迫切需要解决稀土资源产业转型升级中的深层次矛盾,实现国务院提出"力争用5年左右时间,形成合理开发、有序生产、高效利用、技术先进、集约发展的稀土行业持续健康发展格局"的目标。本文对我国稀土资源管理政策提出一些建议,以保障我国稀土资源的科学发展。

At present, problems still exist in China＇s rare earth resources industry development, namely the destruction of ecological environment and serious waste of resources, the lagging of high-end application development, relatively confused export order, which seriously affected healthy development of the industry. China＇s rare earth resources industry will come or have come to the upgrading stage, at this stage,the urgent need is to solve the deep contradiction in transformation and up grading of rare earth resources industry, and to realize the goal set by the State Council to ＂strive to form a sustainable de velopment pattern in 5 years with reasonable development, orderly production, efficient utilization, advanced technology and integrated development＂. This paper offers suggestions of administrative policy to ensure scientific development of China＇s rare earth industry.
