我国学校体育场馆对外开放相关问题的研究

On the Opening of School Sports Venues to the Public

随着我国社会经济的逐步发展,人们的文化物质生活水平发生重大变化,体育健身日益成为人们生活方式的重要组成部分,而目前我国大部分地区学校体育场馆资源向社会开放程度不够,特别是学校体育场馆较少向社会开放,从而制约了全民健身运动的开展。本文从法规政策的角度对影响学校体育场馆对外开放的原因进行调查并进行了分析,认为相关法规政策在市场环境、安全、资金、外部管理以及学校自身管理没有给予足够的政策保障等,是阻碍学校体育场馆对外开放的主要原因。因此,应制定相应的法规政策以保障学校体育场馆的对外开放。

With the steady social and economic development in China, people’s life standard improves dramatically and physical fitness has become an important part of people’s life. However, in most places of China, the public have limited access to sports facilities, especially school sports facilities. This article investigates and analyzes the factors affecting the opening of school sports facilities to the public from the angle of laws and regulations. It holds that the lack of policy support is the major factor which prevents the school sports facilities from opening to the public. Therefore, pertinent laws and policies should be made to guarantee the opening of these facilities to the public.
