摘要
太湖流域水污染防治网络治理的关键是对于网络参与者行为的约束和激励,这种影响主要通过组织间关系进行。组织间关系对参与者的约束和激励主要受到组织间资源依赖程度和信任程度的影响,其中组织间关系强度作为这种影响的中间变量,理论研究揭示了在组织间关系中存在的"依赖和信任-关系强度-约束和激励"影响模型。通过对太湖流域水污染防治网络的实证研究,验证了在组织间关系影响模型中存在的主要假设,实证研究因此提出了对于水污染防治网络治理的关键之一是对网络中心角色的治理。
The governance of Taihu basin water pollution network is based on restriction and encouragement, which mainly depend on inter-organizational relationships. The restriction and encouragement that inter-organizational relationships impose to participants are mainly influenced by inter-organizational resource dependence and trusts, inter-organizational relationship intensity be the middle variable of this influence. The theoretical research demonstrates the model of "resource dependence and trust -relationship intensity -restriction and encouragement". The paper proves hypothesizes of inter-organizational relationship influence model, via the demonstration research of Taihu basin water pollution prevention network. Further the research proposes the key of pollution prevention network govemance is exact the governance to center roles.
