摘要
通过对抽样调查中非抽样误差的无回答误差的分析，给出了无回答误差的方差模型，并用二级抽样来解决无回答问题，其目的是完善调查质量评估体系，改善未来的调查设计，提高抽样调查的可靠性和有效性．
The model of non-response variance through analysis of non-response error of non -sampling error among sampling survey is built up, and the problem of non-response units is solved by non-response sub-sampling. The objective is to perfect the assessment system of survey quality, amend the survey design in the future, and improve the reliability and validity of sampling survey.
