对江苏省农民收入倍增计划的经济学理论根源进行深入剖析后发现,该计划的主要着力点是努力提高农民的工资性收入和经营性收入,同时充分发挥财产性收入和转移性收入的增长潜力。未来江苏省在提高农民工资性收入时要注意选择与发展阶段相适应的增长战略,在提高农民经营性收入时要充分尊重市场规律,在提高农民财产性收入时要注重土地金融政策的宽入严控,在提高农民转移性收入时要正确处理好点和面的关系。

After analyzing on the economic theory root of the plans of doubling per capita income for famers in Jiangsu province, the authors find that the key of the plan is to try to improve famers＇ salary income and operating income, to make financial income and transferring income take play of growth potential. In future, Jiangsu province should play attention to choose the increasing strategies which is applied to the developing phase to increase famers＇ salary income; should fully respect the market regulation to improve famers＇ operating income; pay attention to strictly control land finical policies after their easy entry to improve famers＇ financial income; and deal well with the relationship between the point and the surface to improve famers＇ transferring income.
