摘要
现阶段我国社会保险管理服务运行主要有属地管理机制和垂直管理机制两种,两种运行机制各有其优劣。因应中央相关政策,"三分离"的社会保险业务经办运行机制,即将目前社会保险经办机构管理服务体系中的行政性职能、公益事业类职能和公共服务类职能相互分离为下一步改革重点。以西部某省为例,比较其社会保险经办机构实施"三分离"改革前后状况,发现实施"三分离"管理模式有助于优化社会保险经办机构的人员配置,提升其服务质量和效率。
At present, social insurance services have two kinds in China. That are managers territorial management and vertical management operation mechanism, and each has its advantages and disadvantages. According to the relative policies of central government, the authors put forward the "separation" of the social insurance services managers operational mechanism as reforming key for next, that are separation of administrative function, career and service functions. Taking example of a certain province in the west of China, the author compares the status before and after reform of these institutions which has implemented the "separation" of the social insurance business managers operating mechanism. They found that the "separation" model is benefit to optimize these insurance services institutions staffing, enhance their service quality and efficiency.
