This paper introduces the concept,principle,main characteristics,active program used in engineering building field of value engineering.The example given is selected design scheme,by using value engineering principle of adding one floor-engineering,of “Tang Shan People's artistic centre's rehearsing-exhibition hall”the methods andsteps of developing value engineering in architectural design were discussed and set to reduce costs and reach maximum value on the premise of content with function.
