风险社会理论视域下的公安机关社会管理创新

Innovation in Social Management of the Public Security Organs under the Theory of Risk Society

基于风险社会理论对现代性的反思和自省视角,加强公安机关社会管理创新是对全球性社会风险以及转型期中国内生性社会风险的积极应对。据此,公安机关社会管理创新的深层意蕴应包括:化解因社会极化结构所产生的社会焦虑,以消除风险社会的社会心理基础;化解现代工具理性带来的信任危机,以消除风险社会的社会伦理基础;化解社会利益分化带来的社会认同弱化,以消除风险社会的现实基础。并提出以下建议:公安机关社会管理创新应以民本导向为核心理念,以平等合作为基本特征,以体制创新推进社会管理创新。

Based on the theory of risk society reflections on modernity from the perspective of public security organs and introspection,strengthening social management innovation is the global risk society and transition of Chinese social risk actively respond to endogenous.Therefore,the public security organs social management innovation connotation should include：dissolve because of social polarization structure produced by the social anxiety,to eliminate the risk of social psychological basis;dissolve modernist tool ration caused a crisis of confidence,to eliminate the risk of social basis of social ethics;social benefit differentiation of social identity weakening,in order to eliminate the risk social reality.And put forward the following suggestions：public security organs social management innovation should be to the people oriented as the core concept of equal cooperation,as a basic feature,with the system innovation to promote the innovation of social management.
