摘要
随着我国政府职能转变步伐的逐步加快,社会组织如何承接政府转移职能的问题日益凸显。本文立足于法制层面,结合深圳市的实践,探讨了政府转移职能和社会组织培育的关系,分析了社会组织承接政府职能的依据,从国家(深圳市政府)层面讨论了社会组织承接政府转移职能方面的法治化实践,剖析了社会组织承接政府转移职能存在的问题,并提出了相应的改进建议。
Today a problem is more and more sensitive accompanied with Chinese government functions＇ rapid transfer.It is how society organizations can undertake those transferred government functions.Based on lelality,this article discusses the relationship between government functions＇ transfer and society organizations＇ cultivation,considers the reasons of society organizations＇ undertaking transferred government functions,deeply investigates national and especially ShenZhen legal practices in society organizations＇ undertaking transferred government functions.Furthermore the article analyses some problems about society organizations＇ undertaking transferred government functions and gives suggestions to make better.
