长三角产业转移背景下安徽农村经济发展探析

A Study of the Rural Economic Development of Anhui Province in the Setting of Industry Transfer of Yangtze River Delta

安徽农村地区的产业发展水平、固定资产投资、居民收入等滞后于长三角地区,从长三角到安徽区域之间,客观上存在着经济技术梯度。政府政策的支持、基础设施的改善以及农村拥有的丰富劳动力资源、土地资源,构成了安徽吸引长三角地区产业转移的区位优势。借助长三角地区的产业和要素向安徽地区的梯度转移,通过发展村域经济、科学规划园区,因地制宜、发展优势产业,完善投融资体制、推进城乡一体化,大力发展教育、提高农民科学文化素质,建立健全农村发展机制、完善服务环境等措施,能够促进区域经济之间、城乡经济之间的统筹协调发展。

The industrial development level, fix asset investment and resident income in Anhui rural area fall behind those of Yangtze River Delta area, so an economic technology gradient exists objectively between Anhui and Yangtze River Delta. The policy given by government, the improvement of infrastructure and the abundant labor and land resources in rural area constitute the regional advantages for Anhui to attract the transfer of industry from Yangtze River Delta. With the support of the gradient transfer of industry and factors of production from Yangtze River Delta to Anhui, the coordinated developments between local economies and between urban and rural economies could be boosted by a series of measures, such as planning industrial park scientifically through development of village economy, developing advantageous industries according to local conditions, promoting the integration of urban and rural areas through improvement of investment and financing system, enhancing rural residents＇ scientific and cultural quality through vigorous development of education, and improving service environment through establishment and perfection of rural development system.
