摘要
建筑领域中的容积率违规,近年来表现尤为突出,它是引发权力寻租的一大诱因。住房和城乡建设部与监察部已出重拳,要从根本上解决城乡规划工作关键环节的腐败问题,以提高土地利用集约程度。只有准确地理解建筑容积率,剖析开发商的违规行为,引导地方政府全面厘清和纠正有关容积率制度与客观现实难以适应的部分,才能出台更加细化的地方性文件,提高城市规划的管理效率,实现城市规划的定量管理。
The phenomenon of application of floor area ratio that violates related regulations in real estate development has become especially severe in recent years,which is one of the biggest incentives for corruption.The Ministry of Housing and Urban-Rural Development has taken strict measures to resolve the corruption problem in urban-rural planning so as to improve the landuse intensity.This paper tries to provide a clear understanding on? oor area ratio and guide the local government to rectify the inconsistency between plot ratio regulation and reality by analyzing the malpractices of real estate developers so that the government can realize quantitative management in urban and rural development by introducing more specific local regulations to improve the efficiency of urban planning management.
